Так это Вы - а не я) - писали, что "споров не было". Дюма/Джордан пишут так:

After careful consideration of these projects, the CSM opted for Project 1. However, concerns were expressed that the 130mm calibre of the secondary guns was on the weak side for a ship of this size. The British Nelson and Rodney, which had set the standard for future 35,000-ton battleships, had a secondary armament of twelve 6in (152mm) guns in twin turrets, and the new Italian battleships would be similarly armed; even the elderly 23,500-tonne battleships of the Courbet and Bretagne classes had a secondary battery of 138.6mm guns, heavy enough to penetrate the armour of a light cruiser or to stop a destroyer. The STCN was therefore requested to undertake studies for a ship with a secondary armament of 152mm guns to investigate the number which could be accommodated and their proposed location.
Further STCN studies led to two proposed solutions:
– five triple 152mm turrets disposed as in Project 1, with a separate high-angle armament comprising six single 75mm guns in open mountings (in tubs).
– four triple 152mm turrets, either with the centreline mounting aft eliminated or with two superimposed mountings on the centreline aft to complement the two sided turrets amidships; the HA armament would be boosted to eight single 75mm guns.


Т.е. вообще - ради установки 152-мм пушек готовы были перейти на 75-мм зенитки. Но потом впихнуть их не получилось - решили 152-мм "универсальные".
И уже когда "универсальные" не получились - решили заменить часть 152-мм на 100-мм зенитки.
