1. On the 14th September, 1931, we were instructed by the Prime Minister to prepare a report on the balance of international payments.

39. We summarise our conclusions as follows :—
(a) During the past year there has been a marked adverse change in the balance of international payments, with the result that there is a large and growing debit balance which we estimate is now running at a rate of not less than £2 million in a week.
(b) The adverse change in the balance of payments is mainly attributable to a large decline in our receipts from overseas investments.
